The Schlieffen Plan In 1905, General Alfred von Schlieffen, who at that time was the Chief of the General Staff of Germany, developed a plan for war in Europe. He developed the plan in an attempt to prepare for the inevitable, a two front war with France and Russia. When he developed the plan he took in account all aspects of the many events that were occurring during that time. "Unfortunately, the plan would involve a violation of the International Agreement, signed by the Great Powers in 1839, guaranteeing Belgium's permanent neutrality." Schlieffen believed that France would attempt to recover Alsace-Lorraine. He planned to draw the French into a major offensive battle in Alsace. While France's attention was turned to that part of the country, 90% of the German Army would storm through Belgium and the Netherlands toward the South of Paris in a sweeping movement. This would allow the German forces to travel through the borders of Belgium, Netherlands, and the surrounding country side toward the South Paris, entrapping the French Army between the two German forces. This would allow Germany to attack the French army from their weaker point in the rear. With the French Army engaged in war with the other 10% of the German Army, the French would not notice the Germans coming from the rear. The Germans coming form the rear would push the French forward, trapping them between the two German forces. William the Second, the Emperor of Germany, replaced General Schlieffen with Helmuth von Moltke, as the Chief of the General Sta ff of Germany in 1906. Moltke modified the Schlieffen Plan from the original version. The Schlieffen Plan was a very engenus plan. The plan was devised for the German troops to be dispersed as follows: 1) 11 corps and 7 Reserve corps South of Namur 2) 6 corps and 1/2 Reserve corps through Mezieres 3) 8 corps and 5 Reserve corps through Verdun and Metz 4) 3 corps and 1 Reserve corps through Strasbourg This left no Reserves left to protect the countryside of Germany. Schlieffen had expected the German Army to be at least 41 1/2 Corp of troops by the time war would break out with France and Russia. He was counting on something that would not take place before war would break out. Moltke modified Schlieffen's Plan for a reason. The reason being that he believed that Germany did not have the man power for effective protection against invading countries. Moltke altered Schlieffen's plan in 1914, as follows: 1) 8 corps and 5 Reserve corps South of Namur 2) 6 corps and 3 Reserve corps through Mezieres 3) 3 corps and 2 Reserve corps through Verdum and Metz 4) 4 corps and 1 Reserve Corp through Strasbourg 5) 2 corps and 1 Reserve Corp in Reserve. In the revised Schlieffen Plan, Moltke would abandon the territory of Alsace-Lorraine if the Italian government did not show up to help. The Italian Chief of Staff, General Pollio, had promised that his Italian troops would help the Germans. Until his death in 1914, General Pollio had assured Moltke the Italian Army would occupy Alsace-Lorraine. Moltke felt that it was necessary to hold that Province with the two corps. If the Italians did not appear then the question would arise how would the German Army get to Alsace-Lorraine in time to defend the region. The French attack was directed toward Mulhausen, which delayed German troops transport to the right wing of the attack. As the Schlieffen plan was drawn up, Russia was still in a weakened state due to the Manchurian War. Russia was still behind the times of regular army operations. Minister`s Black Veil "The Minister's Black Veil" Sin is an issue that every human being has to deal with at one time or another in his or her lifetime. Sin is dealt with in many ways. Some people try to hide their sins, some try to push them aside and some try to deal with their sins in a more conventional way. The largest place for confessing sins in the world is the confessional booth at a church. People go to tell their sins, and feel cleansed afterwards. But what happens when a man who hears confessions day after day, sins himself. There is no confession booth for the man to go to. He must deal with his sin in his own way; a way that will leave him feeling cleansed. Mr. Hooper, in the parable, or short story, "The Minister's Black Veil" dawns a black veil to deal with his sins. The themes in the story that I chose to explore, were character, Mr. Hooper being a minister. And I also chose to talk about symbolism. The fact that Mr. Hooper's veil is black is symbolic. The shuddering corpse is also a symbol of Hooper's wrongdoing. When Mr. Hooper puts the black veil on, he is no longer Mr. Hooper; he is a man that everyone is a afraid of. His relationship with Elizabeth is ruined because of his unwillingness to remove the veil. She cannot accept the fact that the minister must go the rest of his life without revealing his true face. After his first sermon, he did not go to Old Squire Saunders table to bless the food, as he had done almost every Sunday since his settlement. As Hooper is dying, near the end of the story, he is alone and says, "...men avoided me, and women shown no pity and children screamed and fled..."(328), while others say he was "kind and loving, though unloved, a man apart from men"(327). The theme of symbolism is demonstrated numerous times throughout the book. The veil itself is symbolic. Hawthorne could have chosen numerous items that would have had less of an effect on the townspeople. But he chose a veil, a black veil nonetheless. Black is the color of death, the color worn at funerals to represent mourning, grievance, or sadness, and this adds to what Hawthorne is trying to say about Parson Hooper. Hawthorne even says "Earth, too, had on her Black Veil"(324). The veil covered his face, and by looking into someone's face and eyes, a lot can be determined about a person. In the story, Mr. Hooper uses the veil to represent the hiding of his sins. Hooper believed that people would wear their veils on Earth, and then they would be removed at a time when our souls will leave our bodies and our secrets will be revealed (Judgment Day), just as brides wear veils and then remove them at marriage. Another theme explored in the story is character. Hawthorne chose a minister to wear the black veil. It wasn't a sheriff or a farmer, but a minister. The character was very significant to his message. An ordinary person would probably not have been subjected to the scrutiny that the minister faced. The fact that the wearer was a minister portrays the fact that even the most spiritual mortal beings have impure thoughts, or have committed impure deeds. Such actions are expected from every other person in the community, but only the best is expected from the well-respected minister of the village. Finally, I think that the funeral held on the day that Hooper dons the black veil is very symbolic and may prove the point that Hooper really did have a secret sin that he was trying to hide, or conceal from the public. It seems ironic that Hooper starts wearing the veil on the same day as the funeral. Possibly the donning of the veil on that particular day had something to do with the death of the young lady, or Hopper had some type of relationship with the woman. In addition, Hooper's encounter with the corpse seemed quite unusual. While Hooper was bent over the body, "the veil hung straight down from his forehead, so that, if her eyelids had not been closed for ever, the dead maiden might have seen his face"(323). To expand, the film showcases the feelings, struggles, actions, difficulties, etc. of not just one character but of multiple characters. First, is a mother who struggles with her relationship with both her son and husband at home. Second, is a son who struggles with problems at home and at school. Next, is a teacher who struggles with disobedient and troubling students. In essence, the film forms realistic stories about the lives of many characters which can encourage the audience to draw similarities from their own life with the events and circumstances from either a specific characters life from the film or the story in general. In 1988 the Government commissioned the Griffiths Report (1988) which advised that local authorities should be enablers, organizing and directing community care. Local authorities would have budgets with which to purchase care from the private and voluntary sector. The 1990 NHS and Community Care Act established that provision of care was no longer the sole responsibility of the state. Care packages would be organised by local authorities with input from voluntary and charitable organisations. Care packages generally consist of one or more of the following; provision of services in a person’s home, residential care, respite care, day care and family placements, sheltered housing and group homes and hostels. The introduction of the 1990 Act increased the burden of care for the social work profession who had to make initial assessments and then refer clients to the appropriate services. This meant that social workers who had previously been quite autonomous in their practice (Challis, 1991). The introduction of new working practices and the necessity for a greater degree of inter-professional working has meant that this autonomy has been increasingly eroded. This paper will examine the strengths and weaknesses of inter-professional working for social workers in the health arena. Since the introduction of the 1990 Care in the Community Act legislative and policy requirements have focused on health and social care agencies working collaboratively with service users and in July 2005 the Government produced a white paper on the delivery of integrated health and social care.[1] The main thrust of this paper is to establish effective inter-professional working and the means of evaluating working practice. This is probably in response to the fact that much of the literature concerned with inter-professional working concentrates on the difficulties surrounding successful working relationships between people of different professions and how these problems might best be resolved (Molyneux, 2001). Molyneux’s (2001)[2] research into successful inter-professional working established three areas that contributed to the success of such partnerships. Staff needed to be fully committed to what they were doing and personal qualities of adaptability, flexibility and a willingness to share with others were high on the agenda. Regular and positive communication between professionals was seen as endemic to good working relationships and service delivery. This communication was enhanced (in the study) by the instigation of weekly case conferences which allowed professionals to share knowledge and experiences (2001, p.3). Creative working methods, where professionals responded to what was happening in non-traditional ways was also seen as a crucial element of good inter-professional relationships. In order to be able to work successfully across professional boundaries people need to be confident of their own professional role in order to be able to step outside their professional autonomy and work successfully with others. It helps in inter-professional working if all members of the team are particularly focused on the needs of the service user. In this way people reach ‘professional adulthood’ (Laidler, 1991). Hudson (2005) found in his Birmingham study that inter-professional working went well provided it was based on a parity of esteem, mutual respect and a re-orientation of professional affinity i.e. team members first loyalty was to the team rather than to their individual professional bodies. Hudson also identified communication between members and creativity in working patterns as vital to effective inter-professional working. While Hudson (2005) maintains that there are grounds for optimism as to the future of inter-professional working, he nevertheless po ints out that it is not always easy. In some areas such as acute services, mental health services or services for older people inter-professional working can be problematic because it is not always easy to decide where one set of professional responsibilities end and another begins. These areas, along with learning disabilities, reflect tensions in integrated working because it poses a threat to established practices. Peck and Norman (1999) found that mental health professionals working within teams were reluctant to obey decisions taken by others because it threatened their own professional judgement. It does not help matters when the Government stresses the need for inter-professional working and then sets separate performance targets, rather than integrated group ones.
